A key issue for fire services both at the national and international level is to become more proactive rather than reactive. This translates to a greater focus on preventive activities rather than dealing with incidents after they have occurred.

Fire and emergency protection systems must work properly all the time if they are to be of any use. Since emergencies occur rarely, it is easy to overlook their maintenance. In order to gain the best possible value from growing investments in the fire service and be well prepared for the new threats in safety that the community could encounter, a change and upgrade of technology is essential. Early fire detection and its corresponding safety systems’ monitoring is crucial to the overall safety of the facility and its assets.

This was a perfect opportunity for a paradigm change. Rather than fight alarm systems, Dubai Civil Defence embraced Pacific Controls state-of-the-art 24x7 Direct Alarm System using M2M technology to remotely monitor in real time buildings and assets in UAE.


The time taken by safety authorities to respond to fire incidents is of paramount importance as seconds could make the difference between
life and death. The extent of damage is usually directly proportional to the time taken to initiate remedial measures in times of emergency.
Saving time could significantly reduce the extent of damage to life and property.

With increasing number of emergency incidents related to fire, there was a need to modernize and transform the fire and rescue service provided by Dubai Civil Defence (DCD). It was found that numerous incidents in the emirate of Dubai took place due to non-abidance of safety standards and preventive measures in industrial and commercial buildings such as factories and warehouses.

Therefore, DCD is implementing an enhanced safety monitoring initiative by deploying technology which can detect the onset of fire at its very early stages in any building across the city. This initiative comprises of the deployment of Direct Alarm System in all buildings and establishments in Dubai, which are connected and monitored real time at a central control center 24x7x365.

By setting up a life and safety program, supported by Pacific Controls – National Life & Safety Service Delivery Platform, DCD has ensured that Dubai’s infrastructure is always as prepared as it is possible to be.

In 2008, Dubai Civil Defence (DCD) partnered with Pacific Controls to implement the 24x7 Direct Alarm System, in order to maintain high alertness and reduce their response time to fire related incidents and emergencies.

Pacific Controls is the patriarch for the deployment of upgraded alarm system technology of life safety and national security standards in the emirate of Dubai and operating command control centers using state-of-the-art M2M Wireless Technology to remotely monitor in real time buildings and assets in UAE.

Using state-of-the-art M2M technology, the Pacific Controls 24x7 Direct Alarm System facilitates efficient simultaneous monitoring of every private and government building within Dubai for fire, lift and emergency alarms. Operating on wireless technology, the new system from Pacific Controls replaces the out dated terrestrial line based system to deliver faster response times, higher efficiency and lower costs.

This initiative of DCD is the first ever move in the Middle East and Gulf regions wherein all buildings across a city are remotely monitored. Safety and fire prevention is thereby achieved comprehensively in all types of establishments including industrial, commercial and residential buildings, tourist venues and public departments.

Dubai Civil Defence and Pacific Controls have embarked on a project to enhance life safety and national security in Dubai, United Arab Emirates, by implementing the 24x7 Direct Alarm System. This deployment is streamlining the fire alarm monitoring and information transmission path to the Dubai Civil Defence operations center, allowing the fire service to focus more on fire prevention and timely emergency response.


There are varieties of fire alarm and firefighting systems in the facilities today. The integration of all these systems under one platform was a challenge. Pacific Controls supplies a platform that allows the integration of any system to its command control center regardless of their make and model. Pacific Controls solution is capable of integrating to any third party systems, different technologies and legacy systems.

Pacific Controls has the capability to receive and transmit the data using multiple protocols as required to communicate with the various fire alarm systems. Point’s status alarms from the source system, are translated to a format and protocol understandable by the destination system.



Gbots - Unique approach to remote detection and diagnostics

Being a life and safety solution, one of the challenges in this project was to ensure high system availability and operations. The objective was to fix problems quickly and remotely by proactively monitoring assets, providing transparency into how the system performs, where critical faults lie, and where opportunities exist to significantly reduce operational expenses. Pacific Controls Gbots are a family of system
management and customer support software tools, autonomous software agents which observe and act upon device, equipment and system behavior.

Gbots are enabled by “self-learning” software agents that are able to sense conditions, understand customer/user preferences and ultimately identify issues within a system to repair or initiate actions to optimize its performance without unnecessary human intervention. They are created by the platform and dispatched to resolve any system or equipment problems automatically. This ensures that the early warning infrastructure is in a constant state of readiness, while substantially reducing operating costs. By integrating Gbots into Pacific Controls National Life & Safty Platform the company has defined the future of smart systems for buildings and infrastructure, which translates into system optimization, extraordinary customer intimacy about end product usage via connectivity, and “enterprise automation.”



It is essential that residents of Dubai are well informed about new regulations and importance of having Direct Alarm System in their facility. Most significantly, residents should receive complete and accurate information as promptly as possible.

To achieve this, media campaigns were initiated by Pacific Controls together with Dubai Civil Defence to increase city residents’ awareness about the Direct Alarm System benefits and how to subscribe their buildings for the 24x7 monitoring from the DCD command control center. A dedicated contact center has been formed to interact with the building owners/tenants: to educate, provide useful information and address inquiries.

Educational programs have been launched for DCD’s approved fire contractors , on the awareness of the Direct Alarm System and importance of abiding the safety standards,thereby to undertake the regular maintenance of the fire alarm and life safety equipments in the building.
For all fire alarm and firefighting system faults, building owners/tenants are informed immediately. The faults are monitored and followed-up from the control room until fixed. Awareness teams have been deployed at various locations to meet and educate building owners/tenants on the importance of complying with the safety standards.


The population of expatriate workers is continuously rising in Dubai. It was important to ensure that expatriates are involved in the fire safety program and understand the fire hazards and technology of their new home.

Pacific Controls together with Dubai Civil Defence has ensured that they reach to everyone with the Direct Alarm System program and educate them regarding the benefits of regularly maintaining their fire alarm system and connecting their buildings to DCD command control center.

Also, bridging the culture and language gap was key. Language and cultural differences between immigrant populations and the fire department and other caregivers’ present difficulties in communication and in dealing with people. Fire departments, as well as other city agencies, often lack translators and role models for immigrant populations. To overcome the language barrier, Pacific Controls employs staffs who speak almost every language spoken in the city.

It is paramount that relationships between emergency services and other response agencies are established well in advance of the occurrence of an emergency. Pacific Controls has built a state of the art Command Control Center to monitor the facilities around the clock where skilled staff monitors and manages the infrastructure, ensuring robustness, quality service and high uptime. Dubai Civil Defence has ensured that the transition from one level of response to the next is seamless by leveraging the features of the Command Control Center. Standard Operating Procedures (SOPs) have been developed and embedded in close consultation with Dubai Civil Defence, to ensure timely integration of buildings, real time sharing of useful information, for an effective and efficient operations.


Pacific Controls use a National Life and Safety Service Delivery platform (Operations, Manager) to aid all parties with the same tool
that functions as a decision support system. It is an internet based platform which provides all participants in the organization and Dubai Civil Defence with actual information no matter where they are: on site, at HQ , remote, at the fire station, or national crisis centers.


The information flow assures that all incident related data is captured from the right source and made available to all parties at the same
time through an internet based platform.

Next to data, location map is a crucial tool. Having a common map where all parties can view data such as location of the incident, evacuation areas, location of nearest vehicle, surrounding buildings etc. to have same understanding of the situation. This alone was
an enormous value add in the project.

Under the Service Level Agreement between Dubai Civil Defence and Pacific Controls, one of the main performance indicators is to verify and report all real incidents within two minutes of receiving the alarm to the dispatch center and 24x7 DCD Command control center team has been meeting it consistently.


There was a gradual increase in the number of alarms, as we continued to connect more sites. After initial automatic screening by the application, the alarms are routed to the control room operator for verification.


It is crucial to capture information from the start of the incident. Therefore, Pacific Controls National Life and Safety platform receives alerts from detection systems without any delay. Crucial data such as location, system, floor plan, exit entry points, contact details, etc. are all captured and an alarm phase is selected. The system then automatically alerts different parties in the organization.

In order to assure the quality and timeliness of information, timers are put on alarm groups so that crisis management has accurate information for their regular steering meetings. Crisis communications to external parties such as customers, media and service providers are based on validated facts, consistent with the facts between Pacific Controls and Dubai Civil Defence.


A data server panel and a digital cellular communicator device are used to connect a building to the control center for direct monitoring of emergency alarms.

The digital cellular communicator system transmits data from server panels at the building to the Command Control Center over GPRS (General Packet Radio Service). The system continuously exchanges data and information regarding the buildings’ emergency systems. In the event of a fire or a lift or pump emergency breakdown, a critical alarm is sent to the command control center automatically. Displays in the monitoring room, coupled with individual operating work stations at Dubai Civil Defence operations centers, give easily interpretable information on the building location, the identified problem and different routes to the building as well as the nearest fire station.


Today, M2M technology provides a wide range of functionalities and capabilities that were not possible earlier. Networks can be scaled to very large sizes wherein thousands of buildings can be monitored simultaneously in a reliable manner. Interoperability between various monitoring devices, communication protocols and data transfer technologies to achieve an ultra-large scale citywide installation is now possible.

The Direct Alarm System enables civil defence to develop improved plans that address all four phases of emergency management:


Prevention-Mitigation, Preparedness, Response, and Recovery. The system based on M2M technology reduces the response time taken by Civil Defence authorities to reach accident sites and initiate remedial measures. It has now given Dubai Civil Defence an opportunity to monitor the health status of the fire and safety equipment’s in real time.

Overall, the system offers seamless uninterrupted services to support and enhance the effectiveness of response by Dubai Civil Defence. On the other hand, also reduces the operating costs incurred by the Government for civil safety.


Operations Manager - Decision support crisis information management software platform

In 2008, Pacific Controls launched its National Life and Safety service delivery platform - Operations Manager. After a competitive review of leading emergency management solutions, Pacific Controls decided to build a unified command system platform that gives both the fire stations and the central command control center a central tool to manage information during emergencies and instantly locate, activate and direct nearby resources with a wide range of mapping, work flow and information dissemination features. A solution that allows multiple agencies to stay informed and collaborate in a way that optimizes resource allocation during emergencies.

Operations Manager created by Pacific Controls was a MAJOR leap forward when it comes to handling a project of this magnitude. It is an integrated emergency management solution primarily aimed at supporting decision makers before, during and after incidents. The platform has the most up-to-date Alarm Monitoring Software system in the world which handles all types of electronically generated alarms, whether from early warning systems for disasters or from emergency, security, and fire alarms. The system helps the alarm operator to react swiftly and correctly, aided by the preconfigured actions. Intelligent algorithms within the platform guarantee fast alarm response and a first level of false-alarm rejection. This ensures that alarms related to maintenance are masked and alarms relating to genuine incidents are routed to the operators with high priority.

The platform also includes the integration of field and mobile device with the central command control center. The platform has been deployed within all the fire stations and the City Crisis Management Center to make the system available to all Dubai Civil Defence Emergency Management groups to help improve coordination, response and information sharing during emergencies.

Flexibility: Operations Manager is specifically designed for integration and adaptation to various customer needs.


To ensure that emergency vehicles are ready to respond when they are needed, it is essential to know that they are properly maintained and for the dispatchers to have full details of their location and state of readiness. Pacific Controls’ system monitors the vehicles andtheir location 24x7, as shown in Figure below.

Pacific Controls Vehicle tracking system is a technology that allows you to see your vehicle locations on a computer screen along with information on where they have been, what time they were turned on/off, how fast they are going and a host of other features. This is made available by using a combination of GPS (Global Positioning System) technology, GSM (Global System for Mobile Communication) of the mobile phone network, the internet, digital mapping and specialized tracking software.

Violation Monitoring System

The system also provides by default a list of below mentioned alerts. The alerts may be configured to be E-mail or popup alerts.

a. Geo Fencing - The vehicle management system provides a feature called GeoFencing using which you can mark a boundary on a map and adds vehicles to that boundary. Once the vehicle crosses the boundary the system throws an alert.

b. Speed Limit – System throws an alert if vehicle crosses a particular speed limit which can be set as 120 KMPH.

c. Idle for longer than N minutes

d. Other configurable – Other than these the system can be can be configured of any other scenarios


Dashboard would enable the user to quick and easy way to view overall vehicle performance. The dashboard is customizable to your vehicle priorities and allows you to assess your vehicle from one screen. The user can instantly evaluate vehicle performance in categories including: Speeding, engine on-time, vehicle idling, vehicle mileage and the battery performance.


The Fleet management software suite is a Web 2.0 application developed using the latest state of the art technologies. The User Interface in spite of being Web based is as intuitive as a standalone windows application.

Web Based

The application is built on heavy central server thin client architecture. This enables the users to login to the application from virtually anywhere irrespective of the system the underlying OS. All that he needs is a Web Browser (IE, Mozilla, and Safari) supporting Ajax. The application can also run on mobile devices! No more installations required to use the app.

Data Push to the clients

The Fleet Management Application uses a unique technology to Push the data to the clients rather than using the pull technology where the client polls after specified intervals. This reduces the stress on the central server and lets it handle lots more clients.


Mobility Platform for timely dispatch

Smart phones and tablets are now ubiquitous in business so Pacific Controls supports mobile access to its National Life and Safety Service Platform enabling these devices to get the full benefit of all its smart features, from any location. Pacific Controls National Life and Safety mobility platform transforms smart phones and tablets into powerful remote monitoring tools. These can be used for an enormous array of day-to-day, business and safety related functions: from receiving alarm details to identifying the shortest route to the site, or checking the evacuation plans for a building at the time of an incident. Pacific Controls Cloud computing makes this possible; without it, some of the functions would be either prohibitively expensive or altogether unavailable.

The mobility platform consists of middleware that uses business rules and logic to extract data from the web-based system, prepare it for the mobile platform and communicate it, via web services, to the mobile device. This ensures consistent delivery across all mobile platforms. The system supports integration with standard integration platforms to deliver the full range of sophisticated monitoring, measurement and verification reporting services that Pacific Controls offers to support life and safety functions.

The mobility platform manages the login from mobile devices based on the user details and the encryption mechanism. Automatic login can be configured for the device, if that is allowed for the application.

The mobility platform provides reliable and efficient communications during all stages of incident management but it will be at its most valuable in the response phase. Coordinators and responders have the ability to exchange critical information quickly and easily. Pacific Controls integrated portfolio of solutions improves the safety and minimise the loss of connected properties. From initial alerting to mobilisation, the Pacific Controls’ solution is aligned with emergency management operational needs:

• Alerting: The quick and reliable alerting of an incident is vital to ensure a rapid response. From dispatching the right resources and notifying affected individuals, to providing reliable communications between the control room and emergency responders, Pacific Controls’ mobility platform ensure a fast and efficient service.

• Mobilisation: Personnel will be provided with essential information during mobilisation. For example, access to information such as maps, building plans, details of hazardous materials and relief operations - provided on mobile computing devices. The platform integrates Pacific Controls Alarm Management and Fleet Management modules at the Command Control Center (CCC), which gives the dispatchers a better overview of what is happening than with older separate systems. An integrated map displays all the geographic information about the incident and the status of the nearest emergency vehicles.

The system allows dispatchers and fleet managers to see vehicles’ locations on a computer screen along with information on the direction of travel and speed, where they have been, and a host of other features including the details about the equipment carried and any maintenance due. This ensures that the control center knows exactly which vehicles it is most appropriate to mobilise in any situation.

IT Recovery Services

Pacific Controls Disaster Recovery Services provide operational continuity and ensure the protection of critical systems, data and communications. Pacific Controls’ hosted recovery sites provide real-time replication of essential systems, data and applications, in both physical and virtual environments. The managed services migrate data from local and distant sites to the central servers, thereby protecting the data and allowing it to be recovered when needed. The services includes:

1. Decline in the number of fires in Dubai

The close collaboration between Pacific Controls and Dubai Civil Defence for implementation of the project and the seamless operation protocols between the two entities have not only improved the response time of first responders but also the state of fire alarm and fighting system in Dubai. Having the affordable and reliable Direct Alarm System, customers pay for a priceless service- peace of mind that comes from knowing their establishments and properties are always secured.

It is estimated that 67 percent of all fires occur outside of office hours. Remote monitoring of fire detection and alarm systems have reduced response time and improved response effectiveness by providing adequate fire information to the building supervisor, activating fire suppression systems and immediately summoning the appropriate fire brigade.

2. Operational benefits

The use of satellite technology to link buildings to the command control center and the use of GPS to track the position of first responder vehicles increase the overall robustness, availability, and resilience of the public life safety system. The process followed by Pacific Controls to verify all alarms with site contact persons has led to overall decrease in expenditure incurred for mobilization of first responders.

Another benefit is the immediate report that is produced to Dubai Civil Defence on faulty fire alarm and fire fighting systems in Dubai which helps in saving precious time and resources. Monitoring of life and safety systems remotely gives Pacific Controls team an opportunity to capture system snags at all sites which is then reported to the building contacts and the Dubai Civil Defence Safety Department for immediate resolution.

Provision of effective fire protection and emergency response system to ensure safety of lives and properties:

Fires rate has seen reduction by 39% as compared to last year. Small fires constitute 88% and medium fires constitute 10% while large ones constitutes 2% out of the total number of the fires. The rate of response time was estimated at (9 minutes) and fighting time was estimated at (10 minutes).

3. Financial Benefits

The importance of reliable M2M technology in public life safety applications gains increased significance as governments are challenged with costs associated with dealing with false/ fault alarms, and loss of life and assets due to delayed response to emergency situations. Valuable experience obtained from operating the DCD Direct Alarm System has proved that large scale M2M installations are now reliably operated to coordinate fire, police, and medical services in emergency situations. As stated above, the high number of false/ fault alarms or unwanted fire alarm activations represents an enormous waste of resources for the Dubai Civil Defence, businesses and the public. A reduction in the number of false/ fault and unwanted fire alarm activations is achieved by Pacific Controls’ innovative services. Response time has been reduced giving more time to Dubai Civil Defence to  carry out other duties. Attention to the causes and reduction of false/fault and unwanted fire alarm activations have the beneficial effects of increasing the level of reliability and integrity of fire alarm systems, increasing the level of public compliance and reducing the economic and social costs associated with responding to false/fault and unwanted fire alarm activations. With the Direct Alarm System in place, DCD Safety department can monitor the status and health of the system remotely. 24x7 DCD team follow up directly with the customer to resolve the faulty fire alarm system issues. Due to regular follow-up by the team all maintenance issues are handled immediately. Issues that the client or the contractor does not take any action are escalated to the DCD safety department for immediate attention.

4. Improving Prevention

A key issue for emergency services is to improve prevention rather than dealing with incidents after they have occurred. Pacific Controls has a strong background in building management systems and has created tools to ensure that the buildings and their occupants are as safe as possible. These also contribute to the reduction in loss of life and property. This has three aspects:


  • Implementation of safety alarm systems that can be relied upon to raise alarms quickly in an emergency, while minimizing false alarms that waste resources and endanger lives by engaging emergency vehicles when they are needed elsewhere.

  • Ensuring timely maintenance of the fire alarm control panel and fire pumps, in order to maintain optimal active fire protection at the site.

  • Maintenance of equipment such as lifts, so that critical situations do not arise as frequently.

By setting up a life and safety program, supported by Pacific Controls– National Life & Safety Services Delivery Platform, DCD has ensured that Dubai’s infrastructure is always as prepared as it is possible to be. When a building is enrolled in the program, it is first surveyed by Pacific Controls engineers to establish: how the building is used; what safety systems are in place; what emergency procedures are established and who is in charge of safety system management. Plans of the building, the emergency exits, the location of fire fighting equipment, and alarms are all digitised and recorded in the central system.

Pacific Controls installs a data server panel including a digital cellular communicator device. This is connected to the alarm systems in the building and relays data directly to the application using wireless data M2M transmission. The data panel is commissioned and tested by Pacific Controls and any faulty alarms are immediately identified. A safety notice is then issued to the maintenance team in the building, requiring any problems to be rectified.

Due to the integration between awareness programmes, preventive procedures and technical skills and useful utilization of latest technologies, Dubai Civil Defence teams and commanders have managed to remarkably reduce the total number of accidents by 61% as compared to last year. Small fire accidents constitute 88% out the total number of fires. While residential fires was recorded on the top of the list, constituting 38% of the total number of the accidents. Fire accidents occurred in high-rise buildings has tailed the list, as it had constituted 1% only out of the total number of accidents. Some sectors have recorded no fire accidents, such as educational institutions.

General Department of Dubai Civil Defence has set specific inspirable strategic objectives to achieve best firefighting, fire preventive and awareness services delivered to different community sectors round the clock.

Commenting on the 24x7 DCD Command Control Center, he said ‚ “The 24x7 DCD Command Control Center plays a huge role in our efforts to respond to emergencies. The implementation of 24x7 Direct Alarm System and setting up of the state-of-the-art command control center has been instrumental in helping Dubai Civil Defence avert many life threatening incidents. The system also reports faulty lift, water tank level and installed firefighting systems readiness. The total number of buildings connected to the system till 2011 end is 25,562 buildings. More than 42,163 building have been surveyed and ready for connection into to the system.”
